The ZAZOU subculture started in France during WWII.  These young were rebelling against the Vichy Regime - the government that was imposed after France was taken over by the Nazis.  Kazoos were essentially the WWII French PUNKS.  Although the Zazous held organized meetings, their resistance to the suppression was usually in the form of just doing exactly the opposite of what the regime was asking.

MUSTS: dancing wildly to swing jazz or bebop music; men grew out their hair and wore large suits similar to the zoot suit; girls wore short skirts and thick soled shoes.
